Qengineering Aug 28, 2014 9:29 AM (in response to Elliott B.)Premiere is pretty intelligent about adding proper pull down when changing frame rates.
If you're converting from 23.976p to 29.97i, Premiere should be adding a 3:2 pull down resulting in 3 progressive followed by 2 interlaced frames. The 2:3:3:2 is not an accepted pull down for broadcast, I don't believe Premiere is capable of creating 2:3:3:2.
The only control offered is Field Order (aka Field Dominance) which should always be Upper, First, Odd etc. for HD material.
It's interesting you say the same MXF file shows 2:2:2:4 when opened in Premiere but 3:2 when opened in DaVinci. Personally, I would try to play the MXF in a 3rd party app, step through frame by frame and see what pull down it shows and assume that 2 outta 3 apps are probably giving the true answer. Let us know.
Also, try exporting to another 29.97i format (i.e. MOV) and see if it's the MXF causing confusion.

Qengineering Aug 28, 2014 10:02 AM (in response to Qengineering)I just did a test from a 1080 @ 23.976 sequence, exporting Format: DNxHD MXF OP1a, Preset: DNX 220 1080i 59.94, Video Codec Resolution: 1080i/29.97 DNxHD 220 8-bit. When bringing MXF file back into Premiere CC (7.2.2) the file has proper 3:2 pull down for broadcast.

Mark Mapes Aug 29, 2014 9:43 PM (in response to Elliott B.)The apparent duplicate frame every 5th frame is a result of the monitor's playback mode, which defaults to Display First Field. If you switch that to Display Both Fields, you'll get a better sense of how Premiere converts from 24 to 30 fps.
