After more experimentation, it seems to me that Premiere's SDI output is based on the sequence settings for whatever sequence you're working in, or the source resolution in the source viewer. On Wednesday I was working with a 1080p sequence, so I'm not sure what caused the problem, but I can't reproduce it now.

The out put setting is 1080 and the monitor is 1080
If a 1080 sequence is beiong worked on...that whatthe monitor displays.
If a 720 or SD sequence was being worked on..I would see a "postage stamp" in the monitor ( unless I changed the monitor setting ie. on the monitor)
