I would like to know how to make flash player available ONLY for specific sites using GPO (Group Policy Objects)

Your GPO question is beyond the scope of this user forum.  You'll want to ask your question on the appropriate Microsoft community forums and/or search the Microsoft Developer Network site for your question.  I did quick search and came across this, Filtering the Scope of a GPO (Windows)  which appears to be what you're looking for (filtering deployment of software to specific computers/users).
