You have to use Adobe Encore CS6, if you are using Adobe Premiere Pro CC, then you can download through Adobe Creative Cloud application, select previous version so you can able to download Adobe Premiere Pro CS6, then continue to uncheck Adobe Premiere Pro CS6 only Adobe Encore CS6 you select it.

There 3 step before you create the footage to DVD:

1.with Adobe Premiere Pro CC please export as m2v (DVD Video),

            2. with Adobe Encore CC you can render it, to make m2v and wav for the sound.

            3. Import the created m2v and wav as timeline under Adobe Encore CS6 (you have downloaded).

            4. Build the project for burn to DVD.

Enjoy the good quality and efficient of your DVD.

Follow instructions in the link below to install Encore CS6 (there is no Encore CC)

Encore CS6 not installed with Creative Cloud

If you have the diskspace I would leave Premiere CS6 installed.

When you have finished you editing in Premiere Pro export to mpeg2-dvd with one of the presets, if its interlaced HD make sure the export settings is set to Upper Field.

Now import the m2v and wav (or ac3) file into Encore, make menu and burn to disk.
