Policy for free upgrades of Photoshop Elements v12-13. Purchased v12 only 7 days ago?

Hi

Whats the policy for people who purchased Premier Elements v12 within 10 days of new release please?

Obviously hoping for a free upgrade as I have hardly used it and its now an obsolete version.

Please advise and thanks in advance.

Bought PSE/PRE 12 bundle 3 weeks ago. Am I eligible for a free upgrade to 13?
