Use "transcode now" to separate the transcode processes from the build.
I would also set transcode now to use adobe media encoder instead of Encore's transcode engine
And select only one sequence to transcode; you may simply have a very lengthy transcode or you may have one or more sequences that are demanding or corrupt.
Dynamic link has many failings, and anytime you experience such a problem, the easiest workaround is export from Premiere/AME as MPEG2-DVD and import as timelines.
But a) it has worked before for you an b) you have a fairly complex process, so I'd give the above a try before abandoning it.

Or are you transcoding?
A screenshot might help.
How long does it stay that way? Does it complete the operation? Any error message?
