Here are the answers to your questions:

Once I type the url to install the App (and I authenticate myself) nothing happens. In iOS7 it comes with a message saying that the "URL" wants to install "App Name" and I have to tap OK. - The app install but doesn't load library/folios/?
N/A - App doesnt install at all - What is the error message?
No error message - Viewer app version?
App version 32 (built it today) - When was the app last build?

Please note that exactly the same link works fine in iOS7. After some research I found out that there are other people having this issue.
I did resolve it but it only works if the app never existed on that device. Here is what I did:
I directly typed in Safari (rather than designing a page that redirects it to this location)
Example: itms-services://?action=download-manifest&url=http://xxxxxxxxxx.plist
If the app has been installed on the device (even if you delete it) it wont install/update. The reason is I think that iOS 8 is remembering bundle identifiers.
Can you please look into this and come up with a better solution?

Because once you have the .ipa, installation has nothing to do with the fact it was created in DPS since it's installing/updating fine on iOS 7
