CF8: cfdocument, flashPaper, and bookmarks

Correct me if I'm wrong, but it seems that a cfdocument, with a FlashPaper format, and bookmark set to "yes" doesn't work as expected. The bookmark attribute doesn't seem to affect the output at all unless the format is set to "PDF". The following code works, but if I change the format to PDF, there's no indication of bookmarks (I'd expect a sidebar). The CF8 docs aren't clear as to whether this is expected behavior or not.

The bookmark attribute is applicable only if the format if pdf. It is ignored for "flashpaper" format.
