I did open the 32-bit version of PS & it did not open new file menu. So, only with the 64-bit version.

Talvinder Singh Oct 3, 2014 8:35 AM (in response to GArthurRoss)Well you can try one option called workspace, just change your workspace under window tab then restart the photoshop & under preference menu click on reset all warning dialogue. Lets try & revert.

I assume you meant for me to open PS CS6 / Window / Workspace & select a new workspace such as Photography or 3D, etc. Then re-open PS & change Preferences / General / Reset all warning dialogue. None of that changed anything.
Below is what happens when I open PS 64-bit; the New file dialog opens. This happens when open PS with a pre-selected file or just launching PS. I also have PS CS6 32-bit on my PC & this does NOT occur when it is launched.
Still need some help.

If you go ahead and press OK in the new document dialog and then Edit>Paste, what happens?
Do you have any kind of screenshot program that is running?

I did as you suggested & there's nothing to paste. Nothing stuck on "clipboard" if that was your thoughts. After shutting down & re-starting I still get the New file menu.

Windows - CTRL-SHIFT-ALT immediately after you double-click the PS icon.
