If you no longer have your disks you can download the PRE8 trial following the links at All the links for PRE 9, 8 and 7 (you will need your serial number to turn it into a full version). Download both files to your desktop, then run the smaller .exe file - it will unpack the larger archive file and start the installer.
There was an 8.0.1 update for PRE8, available at Adobe - Premiere Elements : For Windows : Adobe Premiere Elements 8.0.1 update.
If none of this works, post your question to the Premiere Elements forum (or perhaps a moderator of this forum will move this question there for you).

Does the problem exist with and without antivirus and firewall(s) disabled. If the answer is No, then.....
Before getting involved with the Premiere Elements 8 uninstall/reinstall, let us look at deleting the Adobe Premiere Elements Prefs file, and, if that does not work,
then delete the whole 8.0 Folder in which it exists.

and in the 8.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 8.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
If the above does not resolve the problem....
There have been a few cases similar to yours reported in this forum recently. Many have responded to the uninstall/reinstall going through the following scenario. Please consider if you have your installation files (or installation disc) and a purchased serial number which you should be able to find at the Adobe web site (http://www.adobe.com) using Search and the My Products type in.
Uninstall Premiere Elements 8 using the usual Control Panel way.
Do a free ccleaner run through (regular cleaner and registry cleaner parts)
Reinstall the program with antivirus and firewall(s) disabled.
Once the program is installed, install the 8.0.1 Update
Adobe - Premiere Elements : For Windows : Adobe Premiere Elements 8.0.1 update
After the Premiere Elements 8.0/8.0.1 is installed and you can open a project, make sure that the automatic Background Rendering (Editor workspace peferences) and AutoAnalzyer (Elements Organizer workspace preferences) features are disabled.
We will be watching for your progress. I have Premiere Elements 8.0/8.0.1 installed on Windows 7 64 bit, and it works fine.
