ProDesignTools Nov 5, 2014 2:42 PM (in response to nealeh)Apparently, Lighting Effects was dropped in Photoshop Elements 12 (and 13) because it was not compatible with the 64-bit Mac version...
However if you're on Windows, then you may be able to restore the function into PSE 13 (or 12) – see either of these posts/guides for how to do it:

R_Kelly Nov 5, 2014 3:12 PM (in response to ArminiusUngeist)I don't think on a windows system you'll be able to get the lighting effects working in pse 13, since if you have a windows 64 bit os, then pse 13 is 64 bits and earlier pse versions on windows are 32 bits and use 32 bit plugins and pse 13 needs 64 bt plugins.
Also, adobe changed some of the plugin dlls in photoshop cc, which a lot of the pse 13 code is based on, so even if you have a 32 bit version of pse 13 or were to use a 64 bit version of lightning effects, it would cause pse 13 to crash.
It definitely won't work on the mac side.
