Creating drama with a soft spotlight

I have upgraded from PSE 11 to PSE13. On PSE 11 I liked using the filter menu under render and able to choose lighting effects. I can't find this menu on PSE 13. Is it under something else or has it been discontinued for PSE 13?? I asked this question yesterday and it was not answered. Help!!

It's one of the things that went overboard in PSE 12 as part of getting ready for the move to 64 bits:

What features from previous versions are not available in Adobe Photoshop Elements 12?

I am not at all happy about not having the lighting effects.
