What computer operating system is involved?
How are you uninstalling Premiere Elements 10? Assuming Windows 7, 8, or 8.1 64 bit for the moment.....are you doing this the usual Control Panel route?
How far into the uninstall do you get before you see this error message?
Are you using a school or company computer or just rather a home computer?
Please clarify and then we can decide what next.

Sorry I didn't supply more info I am running Windows 7 64bit and uninstalling from the Control Panel
since I posted I was able to uninstall Premiere Elements 10 by downloading from Microsoft and running MicrosoftFixit.installuninstall when I ran this program it asked me what program I
wanted to uninstall, I clicked on Elements 10 it said it had found a problem and fixed it. I then was able to uninstall
