It simply means that you and your co-workers better make sure you are on the same page, sorry same version.

Photoshop is awesomely backwards compatible. For a company that is trying to make everything integrated and intuitive, this seems like a massive oversight.

Like many of us here, I have many, many project files and each time a new version comes out I have to update all of the project files. Well I don't "have to" but I don't want to get stuck a few versions down the road and not be able to open an older project file. I have projects dating back to PP 1.5 from 2002/2003 or so. When I tried to open them in any of the CC versions it wouldn't open it. Luckily I had a copy of PP CS4 on an older computer that could convert them to CS5, then open the CS4 projects with CC.
Point being, it's very irritating always having to up-convert project files and not having any backward compatibility.
It should be like Photoshop where you can have a 10 year old project file and be able to open it. Like wise if you have a PPCC project file you should be able to open it in an earlier version of PP such as CS4/CS5/CS6, etc, minus any of the features the newer versions have that the older versions don't support.
So to answer your question PP project files are not backward compatible. If I need to get a sequence from a newer version of PP into an older version I export it out as an XML file and import into the older version. Some features won't translate over but basic cuts, dissolves, etc will.
