I would appreciate some help. I shot some video and to keep things where I wanted them I used blue painter's tape on a tabletop and made a rectangle. I zoomed in to what I thought was just inside the blue rectangle. On two different camcorders the blue tape does not show. When I imported it into Premiere Pro CS6 it shows-not 100%, but it shows. I have the right settings for video I am shooting. Reshooting it is not really the preferred option, due to costs that would occur.
1. Is the Premiere program monitor window accurate?
2. I am shooting in standard DV so I want to maintain the integrity of what I have as much as possible. What do you suggest?
3. Please recommend a low cost solution to avoiding this in the future.

Several options.
Use the Scale option in the fixed motion effects and zoom in a bit.
If the shot is not moving you could repair one frame in Photoshop, erase all the 'non tape' area and add as an overlay in Premiere.
If you can shoot in HD this will give you more choices to reframe after the shoot.
