Have you found window > library in Illustrator and Photoshop CC 2014 ?
Wanted to open a file from my creative cloud library but can find the library panel in window menu. Anyone seen it?

You need to update the application first.

Are you updated to the 2014.1.0 version? Check the Help > About Illustrator splash screen.
Once updated it should show up as Window > Libraries.
