I found this: "This update will fix critical issues around color shift in import, incorrect frame duration, BSOD when importing some files, layer break issue with large size of motion menu and also address some performance issues around slideshows."
I'm going to assume you made your adjustments in the "Edit Quality Presets" window. You must save and then apply that custom setting to your asset.
In your screenshots, I'm not seeing classic HD to SD black bars.

provideo Oct 23, 2014 8:02 AM (in response to Stan Jones)I did edit the preset, save it, and apply it by clicking on the linked PPro sequence in the project window and selecting it from the drop down menu. I'm not looking to letterbox the footage, as that should only be necessary if viewers are on a 4:3 TV. 16:9 should fill the frame and I'm about 15 pixels off or so as you can see above.

Stan Jones Oct 23, 2014 10:09 AM (in response to provideo)Had a chance to test it. I get your results. In the output tab of the edit quality presets, you can see the scale changes. But you do not see them in the Encore monitor until you transcode the PR sequence. Same in the Encore preview panel.
I was distracted by the red and white and little edge of brown, and could not see the black. lol. I see it now.

provideo Oct 23, 2014 10:15 AM (in response to Stan Jones)Haha yeah, I should have said don't go by my test image...made a crude gfx with border in the PPro title tool just to look at edges and clipping (it isn't symmetrical by any means lol). I also ran the update you mentioned; same results. My Adobe App Updater didn't see the update at first...had to use update feature from the menu within Encore but still no change.

SAFEHARBOR11 Oct 29, 2014 6:58 AM (in response to provideo)Are you encoding inside Encore or using "Export" from Premiere to encode the material for DVD? I recommend the latter. And the answer to the original question is to simply select the "Scale to Fill" option at upper left of encoder.
The reason you get those thin black bars on the sides when going from HD to DVD widescreen is that several versions of Premiere back, Adobe changed the math of the widescreen pixels due to a request from the BBC, well documented online. Now that conversion from HD to DVD doesn't come out quite right to fill the screen. But Fill to Scale fixes it nicely. Can't speak for how this behaves in Encore, as I always encode to "MPEG-2 DVD" from Premiere first.

Stan Jones Oct 29, 2014 7:09 AM (in response to SAFEHARBOR11)Jeff, the issue is that the Preview only shows the uncorrected image even though the image in the edit quality presets is okay. He's just asking for confirmation that the transcode will be correct. At first I thought he did not have the setting applied to the clip, but eventually saw just what he reported.
Not really a problem or error, just something you'd need to be aware of so you don't keep trying to fix it.
