I have had to down load Adobe Flash Player 6 times. Is there a problem?

I have had to download Adobe Flash player 6 times. When I check it says it is downloaded but when I go to my web sites it says that I have to load it again. I have even  done a clean install. Getting rid of the others and then loading it again. Still the same problem. I even installed the updated one. Adobe Flash Player 15.1 or whatever with Active x and still no results. What is the problem? This has happened before.
