What computer operating system is your Premiere Elements 13 running on?
What is your project preset? If you do not know, then please tell us the readings for Editing Mode, Timebase,
Frame Size, and Pixel Aspect Ratio (even if looking grayed out) under Edit Menu/Project Settings/General.
And what is the resolution for each of your photos? Are they jpgs?
What is your destination - burn to disc DVD, AVCHD, Blu-ray?
Please review and consider and then, based on your answers to the above, we can decide what next.

I have a macbook pro. My settings are by default:
Editing Mode: HD 1080i
Time Base: 29,97 image/s
Frame Size: 1920
Pixel Aspect Ratio: Pixels carrés (1,0)
The resolution of my photo is: 3008x2000, jpg and I want to burn a disc and also want to export it on Ipad.
This is a project for the wedding of my son and this is the first time that i work on this software.

Premiere elements est un programme de video-editing, il travaille donc avec des dimensions d'images plus petites, en termes de pixels, que
les logiciels de traitement de photos. En particulier, il est recommande pour integrer des photos dans des videos, de les redimensionner en
1000X750 pour avoir des performances correctes.
Si vous utiliser le logiciel avec sa fonction diaporama, relativement pratique, vous aurez en sortie au mieux les formats HD en 1080p.

Thank you for the additional details. This should achieve both your goals of burn to disc DVD-VIDEO on DVD disc and save Timeline to file that you can transfer to your iPad.
Beforehand, resize your 3020 x 2000 3:2 photos to 1920 x 1080 16:9. If you have Photoshop Elements, you can use its Editor's File Menu/Process Multiple Files for the resizing.
1. Premiere Elements 13 Expert workspace, set the project preset manually
a. File Menu/New/Project and Change Settings
b. In the Change Settings area, set the project preset to
PAL
DSLR
1080p
DSLR 1080p25
(this will get you sharper images in your burn to)
c. Before you leave that area, in the new project dialog that will appear, make sure
that you have a check mark next to "Force Selected Project Setting on This Project".
Close out of that area.
2. In Premiere Elements 13 project...
a. Import your resized photos from their hard drive save location, using Add Media/Files and Folders
b. When it comes to export of the Timeline
for PAL DVD-VIDEO Widescreen on DVD disc
Publish+Share/Disc/DVD disc with preset = PAL_Widescreen_Dolby DVD
c. When it comes to export of the Timeline
for File to take to iPad
Publish+Share/Computer/QuickTime with preset = PAL DV 16:9 Important...you are going to customize
that preset under the Advanced Button/Video Tab of that preset...should look like
Not show in the above screenshot is the Bitrate Settings area. There place
a check mark next to "Limit data rate to ____________ kbps" and, for a start, type in
8000 for the value.
Are you using an iTunes sync to iPad to get your movie into iPad? The above
will give you a H.264.mov file. If the iPad wants a .mp4 file instead, we can
go into the details of that next.
Please review and consider. If you have any special requirements that need to
be worked into this plan, please let me know.
