Suggestion for cloud storage improvements - When a person leaves the cloud license, need admin ability to keep their files and assign their files to another account.

Here is my scenario:

I have Creative Cloud license with 15 users. My team is using a Shared folder that we all have access to contribute. When a person leaves the team/company, I need to be able to keep their files and re-assign their license.
