Flash Player 7 is posted to the Archived Flash Player versions page (at the bottom of the page).  If you have the current version of Flash Player installed, you'll first need to uninstall it using the standalone uninstaller before you can install a previous version. The link to the uninstaller is posted here, http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html.

When I did that the Flash player 7 went to a zip file and when I opened

that I had no clue how to get the program downloaded. Any suggestions.

After you extract the zip file you'll get a folder named 'fp7_archive', this contains subdirectories for all of the Flash Player 7 versions released.  You'll want the last version released, r73, and then you'll want the file named 'flashplayer7r73_winax.exe'.  (fp7_archive/r73/flashplayer7r73_winax.exe).

The file (fp7_archive/r73/flashplayer7r73_winax.exe) does not include the

.exe in the folder that I have. Still no luck in downloading fp7.

Depending how you're extracting the contents, they output directory structure may not be the same, however, there should be a 'r73' folder with the file flashplayer7r73_winax.exe in it.
Here is a screen shot of what the contents of the 'r73' folder should look like, with the ActiveX EXE installer high-lighted.
