Win:C:\Users\AppData\Local\Adobe\OOBE
and try to sign in again.

windows 7 and it works perfectly, one more thing, on my computer running
windows 8, I'm able to open the organizer but not the editor. When I try to
open the editor it ask me to sign in and then to agree to the license
agreement, once I click agree, it takes me back to the editor start screen
and it does the same thing over and over again.
Anybody know if there are compatibility issues between windows 8 and
Photoshop?

You can try to activate your product offline and it would not ask you for Sign in Window again.
1.Disconnect your Internet connection
2.Follow the steps mentioned here(though teh steps are mentioned for Acrobat but they are applicable for PSE and PRE as well) : Offline Activation
