Normalize grayed out in Audition CC

I am trying to use the normalize effect in Audition creative cloud but it is grayed out under both Effects/Amplitude & Compression/Normalize and Favorites/Normalize. How can I get access to the Normalize effect?

It will be greyed out if you try to use it in Multitrack view. It's a process 'effect' (not really an effect at all) and therefore only runs in Waveform view.
