Cannot istall flash player on Windows 8.1

First, the flashplayer kept crashing. So I went to redownload and reinstall it. Now, it's downloading, but refusing to instal. I double click on it to open it and it absolutely will not open.

What means "refusing to install"?  What browser are you trying to install it on?
