I have several users that get an Adobe Reader Error when attempting to open a course that is only a PDF document. This is only a small subset of users. I have checked and they all have Adobe Reader XI (11.0.09) installed and use it for opening other PDF documents. Any ideas why this error is popping?
This is because their browser is using an internal PDF viewer instead of Adobe Reader. They will need to enable Adobe Reader as the default application for viewing PDFs through their web browser.

I looked at the IE11 browser tools for Add-ons. But there was not a pdf viewing add on. Any idea where else to look?
