If they want SD FHA...change the PAR to anamorphic
You do this from an HD Sequence.
Why are you zooming stuff?

Where do I change the PAR? on the export settings I don't find that option

FHA you mean SD widescreen right? no they won't take widescreen, just standard SD, the one that is almost square and where I will be cutting the edges of the HD video
I tried changing the sequence settings to anamorphic as you advised, doesn't really work out

Use Motion to Fit the HD vertically. The side crop will occur automatically.
Set your Graphics for what ever the broadcaster calls Safe Title
EXPORT DV NTSC
