Help downloading and launching elements 13

I just purchased elements 13. I installed it and when I get to the launch box- it asks for me to sign in- when I do- It goes nowhere- just spins the 4 boxes forever. It wont open - help!

Also be sure that PSE is allowed through your firewall.

rename SLCache folder present at location "<root drive:>\Program Files (x86)\Common Files\Adobe\SLCache" and then try to login.

present at what location???? I have tried repeatedly to launch- nothing- I have requested a refund-
