Please disable Firewall and Antivirus and then try again .
Disable Proxy settings and try again .
Follow the below steps :
In IE browser, click on Tools>Internet
options, In the 'Internet options'
dialog box, click on 'Connections' tab.In the 'Connections' tab, select 'LAN' settings.
Once you click on 'LAN' settings, you will be
able to view the Local area network settings box.In the LAN
settings box, check the box 'Automatically detect settings'.Then "uncheck" all the other check
boxes like 'Use automatic configuration script', 'Use a proxy server' , Bypass
proxy server' .Then click on ok button and try activating the Photoshop Elements 13

Jeff A Wright Nov 7, 2014 8:40 AM (in response to Cat70)Cat70 is the behavior specific only to Photoshop Elements 13? Do you have any other purchased Adobe software titles installed? Have you verified that no entries were added to your host file preventing the computer from contacting Adobe servers?

misseymarie Nov 7, 2014 8:50 AM (in response to santhosh0323)I have the same problem when trying to download, when it get's to the sign in and I put in my password, the boxes keep spinning, it never signs me in so that the download can continue, I have the dish it isn't the internet download.

screenshot but can't copy it in Photoshop, I have it pasted to Word.

Jeff A Wright Nov 7, 2014 9:43 AM (in response to misseymarie)Misseymarie you can utilize Paint or Preview to work with the screen shots. I am sorry but I am not sure what screen you are facing difficulty signing into at the moment.

The behavior you are currently experiencing is likely due a software firewall not allowing Photoshop Elements to contact the Adobe activation server.

Got the download refunded from Amazon (luckily b/c Adobe would not be helpful) Adobe says they can only help once product is registered to my account, but that cannot happen when it just spins and will not let me in to register. So yesterday I purchased Elements 12 (instead of 13) through Canada Software Outlet. Downloaded fine, but again spins when trying to initialize program. They had amazing customer service and tried for two hours to help me but can't get it to work. Guess no Photoshop for me.

misseymarie Nov 7, 2014 11:19 AM (in response to pstirlingfox12)I will return it to Staples where I purchased it, I hope I can get a refund, if I do I will purchase the Internet download and see if that works, if not no Photoshop for me either. I was very disappointed with the Adobe Customer Service.

The behavior described is due to an inability of the software to contact our activation server. This is verified when you faced the same issue with Photoshop Elements 12.

Even the company I bought from tried for hours and couldn't get around the problem. I appreciate you trying to help, but I'm done.
