Developer test dps app won't install on iPad

iit's stuck on "installing" with the darken icon. I try updating the iPad test register and redoing the certificates, but the same happens.

its an iPad 2 running iOS 7, do I have to update to iOS 8?

You need to add the iPad's UDID to the list of Devices, rebuild your dev mobileprovision file to include that device, and rebuild the app with the updated mobileprovision file.
