I have attempted to deactivate, and it simply says "Deactivation Unsuccessful" The video is a m.2ts file, and it contains captured video game footage,

How are you deactivating the application? Try it via the Help menu.

I had already attempted to deactivate via opening a new project, then clicking the "Help" tab and deactivating from there.

Hi UTDPP,
Try signing out from the Creative Cloud, restarting Premiere Pro, and then sign back in.
