Cannot install Flash on Windows 8.1 Internet Explorer

My current version of flash player 14.0.0.176 and the most up to date version for IE is 15.0.0.189.

When trying to install flash on IE I get taken to a webpage: Flash Player Issues | Windows 8 (it shrank to this in the editor)
It basically states that Flash Player is already integrated with Internet Explorer for Windows 8 and that I do not need to install Flash Player.

So now I'd assume if my internet explorer was up to date then I would have the most updated version of flash. Well my computer has all the most recent system updates which means IE is up to date.

How do I fix this issue? How can I get flash updated in IE?
