Having opened a thread in the Adobe Reader user forum I'd guess you are using Adobe Reader.
Good to know:
Adobe Reader is a PDF Viewer.
Adobe Reader cannot create PDF, cannot export PDF page content and cannot edit / manipulate PDF page content.
For any of those you would use Acrobat or, for some of them, there are the online subscription services.

When you have problems with filling a form contact the creator of the form.
