Is there an error message?
Is it just Lightroom that crashes, or the entire computer crashes?

JUst lightroom, there is no error message per se, just windows encountered a problem openinrg this program and then it searches for solutions (i assume over the web)- no solutions are found.

Could you give the Event Viewer a look?
If you open it and look into System
%windir%\system32\eventvwr.msc /s (you can type it in in the run input field on the start menu)
Look into Windows logs/Applications

Does it help to:
- On the Internet Explorer Tools menu, click Internet Options.
- In the Internet Options dialog box, click the Advanced tab.
- In the Security category, check Use TLS 1.0, Use TLS 1.1, and Use TLS 1.2 (if available).
- Note It is important to check consecutive versions. Not selecting consecutive versions (e.g. checking TLS 1.0 and 1.2, but not checking 1.1) could result in connection errors.
- Click OK
