I have no longer access to Blackboard. Just a suggestion: try to upload to SCORM cloud, to see if it is due to the CP-file or to the LMS.
A question: did you edit the master slides for the questions?

Yes I did modify the master slides for the questions. I removed the title bar I had added and now I can see the Title text. I don't understand why shapes interfere with text on those slides. The shape was "sent to back" and though I can see it fine in Preview, it seems to come forward over the text when published.
Thanks for pointing that out about the master slide.

You have to be careful with question/score slides; a lot of objects are embedded (you don't see them on the timeline for normal slides) and those have their functionality. Avoid deleting or replacing them (unless you can uncheck an option in the properties to have them disappear). That kind of objects have absolute priority, they will always appear on top of any object you add later on.
