Editing (Highlighting) a PDF attachment within a PDF

I can highlight the first PDF file, but the attachment within the PDF cannot be highlighted unless there is already some sort of line edited/highlighted. If I were to open a who new page with anything already edited, I cannot highlight.

I think I figured it out, seems like the attachment within the PDF was a scanned file. Instead of a text PDF file with editable texts, it was a scanned file without editable text.
