Make sure the stroke is set to a color and not to the symbol that appears here for Fill

How are you drawing the circle and applying the stroke?
Are you using the Elliptical Marquee Tool (selection) and then using Edit>Stroke
or the Ellipse Tool (shape) and then using Stroke from the Layer Styles dialog?
