Do not restart after the installation is complete

w - Nonfatal warnings
e - All error messages

x - Extra debugging information
+ - Append to existing log file
! - Flush each line to the log
* - Log all information, except for v and x options

c - if file is missing or checksum does not match the calculated value
a - forces all files to be reinstalled
u - all required user-specific registry entries (default)
m - all required computer-specific registry entries (default)
s - all existing shortcuts (default)
v - runs from source and recaches local package

Please uninstall all traces of your Premiere Elements 10. After the uninstall the usual Control Panel way, do a free ccleaner run through to get rid of any leftovers from incomplete installs uninstalls. CCleaner - PC Optimization and Cleaning - Free Download
Then install the program with the antivirus and firewall(s) disabled.
But, instead of using your installation disc for the install, please consider the following...
Please download and install the free tryout of Premiere Elements 10 from the following web site and then insert your purchased serial number into it.
Please read and carry out carefully the web site's "Note: Very Important Instructions" in order to avoid any Access Denied message.
