Captivate 8 Responsive: Optimization Recommendations?

I have been creating responsive CP 8 SCORM 1.2 courses with a Moodle 2.7 back-end, and I have been receiving reports that the LMS API errors indicating trouble communicating, and that content has been slow albeit not the best of broadband speed. (I have been trying to view my responsive mobile courses on my iPhone 4 safari and it does not work that well either.) I am wondering if there are some recommendations to improve performance in these situations? Does server location also have to do with it as well?

Lots of different elements being downloaded may be the problem. A responsive html5 course consists of separate html, css, js, graphics files et cetera which all generate separate server requests that a single flash or movie file in the past would not. Try simplifying your design perhaps and/or optimise any graphics.

Too many ping requests?

I also think that hosting the lms on a single server in North America would spell trouble for those accessing it from let's say Europe, and Asia.
