The OP title is not correct, since HDV is ALWAYS 1440x1080, as there is no 1920x1080 "HDV" format. HDV is "anamorphic" video, which basically refers to the non-square pixels.
Are you asking about what Sequence Setting to use in Premiere, or what specifically? There is an HDV setting at the 1440x1080 and 1.333 PAR, or you can use the full 1920x1080 at 1.0 and that works fine, if you intend to deliver as 1920x1080. Blu-ray can be made at the 1440x1080 if starting with HDV, but one can certainly bump that to 1920x1080 if they want. For web delivery, then I always recommend square pixels as some software players don't recognize anamorphic video and will squish playback. So in that case, go with 1920x1080 or 1280x720 (720p).
