If you go here Download a free trial or buy Adobe products | Adobe downloads click Photoshop it should prompt you to launch Creative Cloud app.

If you click the Photoshop CC as referenced it should direct you/pop up with further instructions. Essentially directing you to proceed through the Desktop CC app install process.
Perhaps if you install the Desktop app first (Creative Cloud Help | Creative Cloud for desktop) then proceed through the original link.
Or as Pat references through prodesigntools website.

I try to float through the internet with as small a trail as possible, and shields-up for blocking unwanted bombardment, so I sometimes forget that these things are set and that there are, on rare, rare, occasions, legitimate reasons for pop up intrusions… Busy right now but will get to it later to try. Thanks again for your help.

Looks like Adobe doesn't want my business… How can Adobe make it this difficult for customers or require such gyrations to jump through hoops just to buy a product? To be honest, I've never been able to find or get much information from Adobe. There's not even an obvious "contact us" option when all else fails. Not even a "live chat". Nothing. This is how Adobe handles customers? Anyway, I'd appreciate any other suggestions you might have. Thank YOU so much for your efforts!
