Premiere Pro, not Premiere Elements, can take advantage of the CUDA cards. Most NIVDIA and ATI/AMD cards serve the purpose. If you are using Premiere Elements 10, keep away from computers that use a NVIDIA GeForce video card/graphics card. Please see the Announcement at the top of this forum which details the need to roll back the driver version to about May 2013 if you run into that situation.
What version of Premiere Elements are you targeting? On what computer operating system will it be running?

I haven't ruled out going to Pro one day but I tend to do more photography work and I'm just experimenting with video.
My new laptop will be windows 8.1
I just checked the Intel graphics is 4400 on the XPS 13

Please update us on your progress when you get a chance, and, if you do decide to go to Premiere Elements 13 (latest version), then go the free 30 day tryout route from Adobe before purchase.
There have been several significant removal of some features from this version and some significant additions.
