I don't really understand what you mean by the tops of the pages are to be along the fold. InDesign has no direct understanding of binding along the top or bottom edge of a document, like a calendar, where the pages flip up or down rather than left or right like a book. To do that you must set up the document as if it were rotated, with the spine vertical, then you can use the Rotate Spread View command to turn the spread view on your screen while you are doing the layout.

pkzipper Nov 23, 2014 8:49 AM (in response to P Spier)So what i am trying to do is set up a document like a calendar so the pages flip up and down and not left and right. i have set the doc up as half legal but it keeps the top of all the pages horizontal so the print booklet is never correct. how do i rotate the pages??? Do i rotate each page individually or can i do the master??

P Spier Nov 23, 2014 11:05 AM (in response to pkzipper)You set up as half-legal portrait if the binding should be on the long edge, set up as landscape if you want the binding on the narrow edge.
Then you select all the pages in the Pages Panel and Rotate Spread View 90 degrees clockwise.
