Reconnect identifies 6460 missing files - i think they are all .xmp files. When I try to import one single file, elements says unrecognised file type.

Ok.
If the icon appears in the organizer, what happens if you right click and choose 'update thumbnail'? Those thumbnails are not shown as missing with the '?' icon ?
It's normal that the thumbnails are not rebuilt immediately after a restore, it takes time to rebuild the cache.
When you run 'Reconnect', the file name with its extension is shown in the list of missing files. You'll never see an xmp file there.
Have a look at the contents of the backup folder. You can sort by extension in the explorer; you should see that you have got your xmp files.
If you get a message about missing files, it is always about image files, not xmp sidecar files.

It has been a long day. I tried your suggestion - right click and update thumbnail on individual pictures. Eventually Elements started to find the files. After many many reconnect attempts I have reduced the number of missing files from 6460 to 175!
So a very good result. I think the problem stems from faulty tracks on my backup hard drive.
But thanks to you I am nearly there.
