Which version of Photoshop are you trying to activate? Make sure that your computer can communicate with the Adobe servers by going thru the steps in this help page.

Try the steps in this help page too. Remove the opm.db file. http://helpx.adobe.com/creative-cloud/kb/creative-cloud-application-recognizing-available. html
