What computer operating system is your Premiere Elements 11 running on? For now I will assume some version of Windows.
Please use ChromaKey instead of a Green Screen Key.
If your image includes lips-chin-nose in one image and individually pained green and no similar color in the vicinity, after you create areas of transparency in where the green exists using ChromaKey, then you can move the lips-chin-nose image to wherever you want it in the frame. And, I assume that you would be moving the background image as well that is going to be showing through those areas of transparency?
The above are some first thoughts on what I think you asked. If I have not targeted your question, please let me know, but supply more details.

I am using Mac version. Good question since I do NOT have Chromakey.
To help us along, I have uploaded a number of images from a test I did yesterday.
I am getting some results but they are imperfect.
I do believe my main issue has to do with a lack of uniform LIGHTING. As my subject's lips move, it creates shadows thus making it difficult for Elements to pick up the green.
I used Non-Red Key and then Garbage Matte to get the results that you see.

You are at a definite disadvantage with Premiere Elements Mac and the no ChromaKey or Green Screen Key. Some would encourage you to use Videomerge under those circumstances. Never preferred Videomerge for anything.
There is a Difference Matte under keying in both Premiere Elements Windows and Mac. The feedback from the Mac users has been good. Maybe give this a try in your situation and determine if helps in your task.

I suspect that the problems are the right keying tool for the job as well as the what looks like uneven application of the green makeup.

Videomerge is useless, as far as I can tell.
Turns out that Difference matte works even less successfully than Non-Red key, at least for these test shots.
The exercise that the blogger provides in that link works like a charm because the image is completely white against a green background. It works like a charm in that case!
I am going to experiment with red lipstick, more uniform lighting and more evenly applied make-up. Then perhaps Difference matte will work. If not, I'll continue with Non-Red key.

I am particularly interested in Mac Non-Red key since I did not get the Windows Non-Red key to work for me in this case.

I used lipstick (darker on lower lip since it reflects light more strongly); applied the green makeup thick and evenly; and used a mirror to ensure that there was no shadow under lower lip. I then took a photo and cropped it to only include the green makeup.

You can keyframe the Rotation property of the clip
a. At the Timeline level (clip's rubberband)

b. using the Rotation feature in Motion Panel expanded which is found
Applied Effects Tab
Applied Effects Palette
Motion Panel Expanded
and in the middle of the Motion Panel is the Rotation feature.
Have you gotten into keyframing properties so that the property varies across the clip rather than being
applied the same across the clip duration?
Remember, Elements Windows person here so let me know if my Elements Windows based details are in sync
with your Premiere Elements Mac workspace.
