ActiveX can not be registered

When installing adobe flash player 15.0.0.223 in windows 7 and internet explorer 11 I receive a error that ActiveX could not register. What does this mean and how do I resolve the problem?  Thanks for any help.

Try using the MSI installer install_flash_player_15_active_x.msi
