Help vx manage_ which message do I believe?

Up until about a week ago, flash player was working well on my pc, internet explorer11, window 8.  Then it seems to have disappeared from some sites, while working on others.  I've checked and I do seem to have the latest version on my machine.  However, there's a contradiction in the data I find:

Flash Player help, system information, FP is disabled.

Manage add-ons, FP is enabled.

Short of resetting the computer, what can I do to resolve this issue?
