According to Hans, he is using the "Wacom Bamboo" with Photoshop Elements 13 and Premiere Elements 13.
It is interesting to note at the Wacom web site that
Bamboo Pen Tablets are now Intuos
Intuos5 is now IntuosPro
Be that as it may....
Could you mention to what version (s) of Photoshop Elements and Premiere Elements does your comment apply?
Have you looked at the Wacom Intuos pen and Touch CTH-680 in Photoshop Elements 13 and Premiere Elements 13 yet?

I do not have the Wacom Bamboo or whatever it is currently named by Wacom, but, if you think it would help I will look at your
Premiere Elements 13 issue using my Wacom Graphire pen and tablet, comparing Photoshop Elements 13 and Premiere Elements 13 in
this regard.
But, we will be looking forward to nealeh's report on to which version that

I am not a fan of Wacom pen and tablets in general. So, I would be curious to know what advantage you find in using Wacom Bambo in Premiere Elements.
I can see Photoshop Elements. Or, is it you do not want to switch between mouse and Wacom and want to use one device for all?
We will be watching for further developments.

I had a similar problem to you in that I was tying to use my Wacom Intuos 4 tablet and pen with Premiere Elements. As it did not work I contacted Adobe who have told me that Premiere is not supported by the Intuos as it is a video editing application.

I submitted my problem to the Wacom forum and they said that they were unaware of this restriction - I am trying to use the tablet with a Mac. However they did say this -
Thanks for that feedback, we were not aware of this restriction.
On Windows you could switch off the pen&touch system ("Use Windows Ink") which puts your tablet in a mouse-like status and the software should work. Unfortunately there is no such option for Mac.
So if you are using a PC running Windows you could try what they have suggested.

Could you clarify....when you wrote ..."It was fine with version 12...", was with Premiere Elements 12 installed on a Mac computer or Windows computer?

I was using Premiere Elements 12 on a Mac pro running Yosemite with my Baboo tablet, and all was fine.
Now, running Premiere Elements 13, only the Zoom buttons are responding, and the seperation line with the Timeline and the working screen size.
All other graphic features are dead from any responses ;(
Then i've updated my Wacom driver to the latest....still....no change ;(
While its still working perfectly fine with Version12.

Thanks for the additional information on your Premiere Elements 13 Mac situation.
I have an older Wacom pen and tablet (named Wacom Graphire 3) which works fine with Premiere Elements 12/12.1 Windows. I do not think that I tried it
with Premiere Elements 13 tryout when I had the tryout. I still do not have the purchased version 13. I did not have any problems
using the pen and tablet in the Premiere Elements 12/12.1 Editor. My hang up with the Wacom was that, although it installed great with the
latest drivers, within 24 hours of installation and successful use of the device, I would start getting reinstall driver messages.
I gave up on it
a. I could not make that transfer of use from mouse and pen/tablet...I was so used to using the mouse.
b. Got annoyed with the frequent reinstall driver messages.
I will keep watch for any further news on the subject Mac or Windows based.

Add On...When my Wacom Graphire 3 installs on Windows 7 64 bit, it calls itself Bamboo.
