You are likely going to find that it is not, despite thinking you closed it.  They like to secretly stay open in the background for who knows why...

Typically, this does the job:

Launch Safari

From the upper-left of the screen, choose Safari > Quit Safari

If that doesn't work, try booting into Safe Mode, then re-run the installer:
