Photoshop won't let me deselect the hand tool

I was sent a jpg of a web banner ad to change. It was emailed to my PC where I have Photoshop CS2 and I tried to do the changes there, but found I don't have the best copies of our logo on the PC, so I saved what I had done so far and I transferred it to my Mac to work on. I'm on OS X 10.;7.3.

When I opened it on my Mac in Photoshop CC, the hand tool was showing on screen even though the move tool was highlighted in the toolbox.

It would not let me change tools in the toolbox; the hand icon remains no matter what I do. But it doesn't behave as you would expect the hand tool to behave, either; it doesn't move the workspace around. It doesn't seem to have any effect at all.

Though I can still copy and paste using the menus. But I can't move what I pasted with the keyboard arrow keys.

I was able to save and close the document using the menus.

Has anyone seen anything like this before? Is there anything I can do to fix it?

I thought it might work better in Photoshop CS6, so I was going to try that next.
